Abstract:
Assignment Description: The European Bank for Reconstruction and Development [EBRD] is finalising a loan agreement with Sarajevo International Airport [SIA]. The loan will finance an extension of passenger terminal, as well as upgrading the apron and taxiway system.
In this context, SIA wishes to engage a consultant to assist on:
- Preliminary and detailed design for the terminal building extension, as well as making design modifications for the existing terminal building in order to make it one functional entity.
- Preparation of tender documents for construction of the terminal extension.Specifically, the consultant will undertake the following tasks:
[i] Definition of Requirements.The consultant will undertake a detailed and extensive liaison with the SIA and all other authorities and stakeholders covering existing operational procedures, as well as operational, functional and space requirements for the Terminal Building Extension.
[ii] Surveys and Investigations.The consultant will carry out all surveys and investigations that are required for the preliminary and detailed design of the terminal building extension.
[iii] Preliminary Design.The preliminary design will document the development of the terminal building extension from the agreed ‘Definition of Requirements' and will show any alternative designs for building layouts, architectural details and finishes, mechanical and electrical installations and systems, IT systems, communication systems and other building services.The preliminary design should be prepared to clearly show all elements of the project so that a cost estimate can be prepared to an expected accuracy of plus or minus 10%.
[iv] Detailed Design.After approval of the preliminary design, the consultant will prepare draft and final detailed design for inclusion in the tender documents and for subsequent construction purposes.
[v] Tender Documents. The tender documents will include detailed design and cover all architectural, structural and building works, furniture, mechanical and electrical works, landscaping and external civil works in a single construction contract. The tender documents will need to be based on EBRD's Standard Tender Documents for Works [2009] and be fully compliant with the requirements of EBRD's Procurement Policies and Rules [May 2009].
[vi] Supervision and Project Administration. The consultant will provide a report which defines the requirements for site supervision, project administration, liaison with a steering committee and the airport authority and also the commissioning and hand-over of the works.
The consultant is expected to maintain a full-time presence in Sarajevo during the full period of the assignment.
A steering committee will be established comprising representatives of the parties participating in the project. The consultant will report to the steering committee and will participate in all its meetings which will be held in Sarajevo.N.B. The consultant engaged for this assignment will not be admitted to participate in the tender for the constructions work contract.
Assignment Start Date and Duration: It is anticipated that the assignment will start in March / April 2010 and will have duration of up to eight months.
Maximum Budget available for the Assignment: EUR 725,000.00; Exclusive of VAT. The consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such determination in the response to the Notice. If any indirect taxes/VAT are payable, the client will have to pay indirect taxes/VAT element to the services directly to the consultant/s unless otherwise agreed.
Funding Source: Netherlands Technical Cooperation Fund
Eligibility: The consultant shall be a firm or a non-profit organisation registered in the Netherlands and its experts shall be either Dutch nationals or non-Dutch nationals who are permanent employees of the consultant. Up to a maximum of 25 % of the total contract value can be allocated to experts who are nationals of Bosnia and Herzegovina or employees of a firm / non-profit organisation registered in Bosnia and Herzegovina.
Consultant Profile: The consultant should be a firm or consortium of firms with experience in preparation of detailed designs for similar type of airports.The consultant should also be able to demonstrate that they have experience in designing [from conceptual design to tender document] at least one airport terminal in the past 10 years.
The consultant's team should consist of at least the following experts:
- A design project manager / airport engineer with a minimum of 12 years working experience in the design of airport terminal buildings, similar in size to the terminal building at the SIA.Experience in South-Eastern Europe would be an advantage;
- An architect with at least 12 years experience in the design of prestige buildings and at least 8 years experience in the design of airport terminal buildings;
- A structural engineer with at least 8 years working experience in design of airport terminal buildings in size and complexity similar to the terminal building at the SIA;
- A mechanical engineer with at least 8 years working experience in the design, installation and commissioning of mechanical installations for airport terminal buildings, of at least a similar size and complexity to those at the SIA.This experience shall include the design, installation and commissioning of HVAC, fire control and baggage handling installations;
- An electrical engineer with at least 8 years working experience in design, installation and commissioning of electric installations and IT systems for airport terminal buildings of at least a similar size and complexity to the terminal building at the SIA. This experience shall include the design, installation and commissioning of flight information systems, passenger check-in systems, local and wide area computer networks, video surveillance security systems and emergency power systems,
- A building services engineer with at least 8 years working experience in the design, installation and commissioning of electrical power systems, water supply, waste water, gas and other services required for buildings of a similar size and complexity to the terminal building at the SIA;
- A quantity surveyor with at least 10 years experience in the preparation of bills of quantities and cost estimates for airport terminal buildings of a similar size and complexity to the terminal building at the SIA;
- A procurement/contract specialist with at least 5 years experience in preparation of tender documents for International Finance Institution financed projects.
The consultant , or a member of consortium, or a subcontractor shall be fully licensed in Bosnia and Herzegovina to undertake validation of Preliminary and Detail Design, in accordance with the Decree on Type, Contents, Marking and Storing, Control and Validation of Project Documents ["Official gazette of the Federation B&H" No.88/07].
NB: In accordance with the EBRD Procurement Policies and Rules [edition May 2009], the same firms / individuals cannot participate as a joint venture partner or a consortium member in more then one expression of interest / proposal for each assignment.However, this requirement does not extend to inclusion of the same sub-contractor in more then one expression of interested / proposal in accordance with Section 5.5[b] of the Rules.

Status: Interested firms are hereby invited to submit expressions of interest. In order to determine the capability and experience of consulting firms seeking to be shortlisted, the information submitted should include the following:
- company profile, organisation and staffing;
- details of experience or similar assignments undertaken in the previous five years, including their locations;
- CVs of staff who could be available to work on the assignment.
